CS Joho commits to fully implement ministerial Performance Contract

Mining, Blue Economy and Maritime Affairs Cabinet Secretary Hassan Ali Joho has affirmed his commitment to fully implement the financial year 2024-2025 ministerial Performance Contract.

The CS pointed out that Performance contracting is an important management tool for enhancing efficiency and effectiveness in service delivery in the public sector and he is keen on ensuring the set targets are achieved.

“We will lay down adequate strategies to ensure this performance contract is fully implemented as required. That is my commitment,” the CS Joho said.

He was speaking today at Mining, Blue Economy and Maritime Affairs headquarters in Nairobi during the ministerial performance review and validation exercise conducted by the Performance and Delivery Management team led by Deputy Chief of Staff in-charge of Performance and Delivery Management Eliud Owalo, FIHRM, FESK, EGH and Secretary to the Cabinet Mercy Wanjau, MBS.

During the exercise, the Performance Contract (FY 2024 - 2025) of the Ministry as well as its milestones and achievements from the year 2022 to date were among some of components of performance discussed. 

Some of the key highlights of the ministry’s achievements include the establishment of minerals value addition centers, formalization of artisanal mining operations, construction of fish landing sites, youth training in deep sea fishing, transitioned Beach Management Units into cooperatives, increase in the total number of trained youths in various maritime courses and groundbreaking for the construction of a Survival Training and Certification Centre among others.

CS Joho said he looked forward to working closely the delivery team led by Mr. Owalo and Ms. Wanjua in ensuring the implementation of the Performance Contract.

Mr. Owalo said that the Performance Contract is informed by the Ministry’s Annual Work Plan for the current Financial Year and operationalizes the Ministry’s Strategic Plan in line with the Bottom-Up Economic Transformation Agenda(BETA).

“This afternoon, we have continued with our Performance Contract Validation Sessions by holding negotiations with the Ministry of Mining, Blue Economy and Maritime Affairs,” Mr. Owalo said.

“The Performance Appraisal will subsequently be undertaken on the basis of the Perfomance Contract,” he added.

Principal Secretaries Betsy Njagi (Blue Economy and Fisheries), Elijah Mwangi (Mining) and PS Cabinet Affairs Idris Dakota also participated in the ministerial performance validation exercise.
